Romans 3:19-23

Now we know that all that the law says, it says to those who are under the law, that every mouth may be stopped, and all the world may submit
themselves unto God.
20 For by the deeds of the law, no flesh shall be justified in his sight;
for by the law is the knowledge of sin.
21 But now, without the law, the righteousness of God has been manifested,
being witnessed by the law and the prophets:
22 the righteousness, that is, of God by the faith of Jesus, the Christ, for all and upon all those that believe in him, for there is no difference;
23 for all have sinned and are made destitute of the glory of God,

“But now” God’s righteousness is unveiled apart from the Law, yet confirmed by the Law and Prophets. “For all have sinned and fall short of the glory of God, and are justified freely by His grace through the redemption that is in Christ Jesus” (3:23–24). God presented Jesus as an “atoning sacrifice, through faith in His blood,” proving His justice and mercy.

Historical Background
Paul wrote Romans around AD 57 from Corinth, preparing for a visit to the capital. Jews had recently returned after Claudius’s expulsion. The Purpose of the Law
Romans 3:20 explains, Therefore no one will be justified in His sight by works of the law. For the law merely brings awareness of sin. The law serves to reveal our sinful nature and our inability to achieve righteousness on our own.
